Programme for home savings 2020: When do applications start – those entitled and the criteria

There are thousands of people who are entitled to apply to this year’s programme for “Home Savings”, by which those entitled may receive grants of up to 50,000 euros!

The ministries involved (according to an article in “Eleftheros Typos”) have already prepared the directive in which the specific details will be laid out whereby households can benefit from these measures. The ultimate goal being, by 2030 15% of the country’s buildings to be upgraded in energy efficiency.

In the significant points of the programme, which is due to come out in November gradually in each region, is that range of interventions to choose from and the number of people entitled has increased. There has already been a sum of up to 850 million euros budget secured, which means that households with an annual income of 20,000 euros will receive subsidies up to 85% and families earning up to 120,000 euros per annum will be subsidised up to 55%.

The subsidies will be alloted based on earnings and tax returns for 2019. The eligibility for spending expires on the 31st December 2023.

Another important point is that the highest budget for interventions per application can not exceed 50,000 euros, including V.A.T.,or 100,000 euros per each individual tax number.

As already made known by the Ministry of Environment, those entitled must be individuals with property rights (full ownership, usufruct or legal right to property) of the chosen home in question and that they must meet the criteria for earnings. For homes with low earnings (personal income up to 10,000 euros or joint family income up to 20,000 euros) the basic subsidy is 65% to which 10% is added as a “Coronavirus Clause” for the years 20/21 plus an additional 10% for buildings in low energy saving categories (F/G) as long as the property is upgraded to at least category B. For the lignite regions of Western Macedonia and Megalopolis an extra 10% is added bringing the subsidy to 95%.

SAVE-MAKE AUTONOMOUS: WHICH PROPERTIES CAN BENEFIT?

A residence, in order to meet the criteria has to:

  • Be used as the main residence, as shown by the E1 tax document.
  • To be legal
  • To be categorised based on the Energy Performance Certificate (E.P.C.),which has to have been issued after 26/11/2017 and at a category lower or equal to C (instead of D as in the previous programme).
  • Not to be judged as demolition worthy.
  • The interventions according to the E.P.C which will be issued before and after their completion must lead to an upgrade of at least 3 levels.

For apartment buildings there are two alternatives, for interventions on individual apartments or only communal areas:

Application Type A:

Applied for by the representative of the building, combined with individual applications from apartments which require no upgrades to communal energy interventions. The apartment building must have a tax number issued as well as a bank account number.

A General Household Owners Meeting decision, application from a representative and individual applications from the owners of each apartment in question. A valid E.P.C which applies to the part of the building which is used as residence.

Application Type B:

This application is made by the representative and it includes improvements solely on communal areas of the building without any changes being made on apartments. The apartment block again must have had a tax number issued and a bank account number. Once again a General Meeting decision must be included with the application of the representative as well as an E.P.C which applies to the part of the building used as residence.

For interventions made to communal areas and elevators there will be a single percentage of 60%independent of earnings (plus 10%”Coronavirus Clause” and an extra 10% for lignite regions) to make application easier.

The maximum choice of budget for interventions (save/make autonomous, smart systems and autonomous energy) is 50,000 euros for each chosen home or 100,000 euros per individual tax number (for more properties) and 80,000 euros for communal areas of apartment blocks. Just for the interventions in autonomous energy the limit for the budget is 1,2 euros per saved K.W.

SAVE-MAKE AUTONOMOUS: WHICH INTERVENTIONS ARE COVERED

The interventions which can be chosen from are the following:

  • Replacement of door frames with compulsory recycling of the old ones, replacing window panes in protected buildings or of historical value or of a particular architecture.
  • The placement /replacement of insulation shell, even small scale works in insulation can be included (such as cracks, waterproofing etc)
  • Upgrade in heating /cooling systems.
  • The option to remove boilers, diesel burners and other such fuel tanks.

The option for replacing diesel burners is not available. (cancelled) The option for energy -saving fireplaces in Athens and Thessaloniki is also not available. Central System for hot water using renewable Sources: compulsory installation for cases where there is none.

For energy autonomy the subsidised interventions are:

  • Electric production from renewable sources, only available in the case that the residence is upgraded by the main interventions to at least category B +.
  • The installation of solar panels only to cover the demand for net metering. Storage system chosen only as an extra option where there is installation of a new solar panel station.
  • Charging station for electric cars: only an option for the suitable devices based on the directives of ELOT and which are intended for charging electric cars in a home environment.

The options for Smart Home systems:

  • Digital systems and technologies which help in saving energy.
  • Smart Lighting (e.g. smart plugs, low consumption lighting LED)
  • Smart management system in heating /cooling (e.g.Smart thermostats)
  • Remote control (e.g. smart detection sensors for leaks, damp e.t.c.

Available options only interventions which adapt or maintain energy consumption (devices, lighting, heating, hot water e.t.c) to the levels chosen by users with the aim to save energy and /or which collect and interpret information on energy consumption and /or adapt or maintain levels of shade.

The remaining options for communal areas in buildings are:

  • Upgrading elevators. Options only for changes needed for the certification of the elevator or mandatory installation of inverter system, in order to achieve reduction in energy without affecting their safety and operation.
  • Upgrading lighting system. Replacing bulbs with low consumption lamps (e.g.LED) Replacing the timing system with a smart meter working on particular time (day/night), brightness, entrance /exit and other such similar. Replacing the start up system with automatic movement sensors.
